Ukraine became the world’s first country to voluntarily give up nuclear weapons. It had the world's third largest nuclear arsenal, to compare, it is more than China, Great Britain and France had at that time in total. Ukraine gave up its nuclear weapons because of pressure from the West and Russia, but also because it could not properly and safely maintain its arsenal. In return, the Budapest Memorandum on Security Assurances was signed on December 5th 1994 by the Russian Federation, the United States of America, and the United Kingdom (China and France gave somewhat weaker individual assurances in separate documents) gave security assurances against threats or use of force against the territorial integrity or political independence of Ukraine as well as those of Belarus and Kazakhstan.
